The Wayne Foundation building is finished in this story and the Thomas Wayne Memorial Clinic run by Leslie Thompkins opens.
This story is continued from Detective Comics #577.
Synopsis:
While Bruce Wayne is proposing marriage to Rachel Caspian, her father, the Reaper, tips off the police to the locate of a Gotham crime lord meeting. The police raid the warehouse while the Reaper kills many of the crime bosses who are trying to escape. Batman arrives late and gets away with Joe Chill.
Bruce briefly stops to see Rachel before he meets with Chill again. He takes Joe to the alley in which his parents were murdered, then reveals his secret identity. Batman puts a gun to Chill's head, but the crook does not believe he will pull the trigger. Instead the Reaper shoots and kills Chill.
Batman follows the Reaper to the site of the new Wayne Foundation building. Atop the tower the two vigilantes fight. Batman learns that the Reaper is Judson Caspian who approves of him as his successor. The Reaper then falls to his death.
In the aftermath, Rachel calls off the engagement in order to enter the convent. Bruce then helps Leslie Thompkins establish the Thomas Wayne Memorial Clinic.
