This story is continued in part from Mister Miracle #18.
Synopsis:
Scott Free returns to his home in Bailey, New Hampshire. He is quickly assaulted by two mobs. One mob is composed of animal rights activists demanding Barda's release from jail. The other is from a group of property owners who had their downtown shops destroyed. A riot ensues. Scott and Oberon are taken to jail where they are reunited with Barda.
Scott deduces that Cutler and Gashe worked to frame Barda. He engineers a jail break. Mister Miracle and Barda then confront the Inter-Gang men who are working for Darkseid. Cutler and Gashe unleash mutant animals on their foes. Oberon retrieves some Miracle Mister which reverts the mutants to their ordinary forms. Cutler and Gashe then confess to police, exonerating Barda. She then tracks down Andy and Wally who have the money from the sale of Miracle Mister and use it to appease the angry business owners.
