Anarky in Gotham City Part One
This story continues in Detective Comics #609.
Synopsis:
Batman visits a night club where he waits for a band led by Johnny Vomit to leave the stage. He catches Johnny delivering drugs to some dealers which he smuggled into the country. The dealers attack Batman, allowing Johnny time to run. When he gets outside Johnny is electrocuted by a masked man in a red cape. The man is gone by the time Batman has returned.
Later that night, the masked man, known as Anarky, breaks into a chemical factory. He the poisons the owner with the same toxins which the factory puts into the water supply. Although Batman agrees with Anarky's motives, he believes the new vigilante has gone too far outside the law.
