The Legion’s Mission Monitor Board first appears in this story.

Synopsis:
In order to lift the spirits of a group of prospective Legion applicants, Bouncing Boy tells them of his origin, and of the difficulties he faced in trying to convince the Legion that he was worthy of membership. The Legionnaires initially believed his power was worthless, and he failed in his various attempts to convince them otherwise, until he was able to capture a thief with an electrical weapon by bouncing to avoid being shocked.
