Synopsis:
Sylvester Pemberton attends the coming out party of Susan Aylesworth. During the party a costumed thief called the Eel shows up to rob the wealthy guests. Pemberton summons Pat Dugan and together they battle the Eel as the Star-Spangled Kid and Stripesy.

The Eel escapes, but the Kid notices that he got away empty handed. He suspects that the crook will return for the loot. When he does, the Eel manages to hold the heroes at bay.

Breezy, an orphan boy living with the Pembertons, has followed the Kid. He surprises the Eel, allowing the Star-Spangled Kid to disarm his opponent. However, the Eel escapes the scene with Breezy, who has deduced the crook's identity. The Kid and Stripesy track them to an aquarium, where they rescue Breezy and apprehend the thief.
