Synopsis:
Tex Thomson resigns from his job cleaning up the local rackets to join the war relief effort. He boards a relief ship bound for Europe, but the ship meets with sabotage. The crew and passengers including Tex are all presumed dead.

Tex survives by clinging to debris until he is picked up by another ship. He returns to America and dedicates himself to protecting the country. To accomplish his mission, Tex dons a costume and dyes his hair becoming Mr. America.

For his first mission, Mr. America tracks down the saboteurs responsible for the destruction of the war relief ship. He discovers Pratt, a war official, is leading the saboteurs. Mr. America exposes and captures Pratt effectively shutting down his ring of saboteurs. After the mission Bob Daley learns that Tex is still alive and agrees to keep Mr. America's true identity a secret.
