Synopsis:
Reporter Janice Blue follows a drug addict aboard a ship filled with narcotics dealers. She witnesses the addict murdered, then is seen by the crew. She jumps from the ship, but the crooks pursue her.
The Sandman has been following the girl and helps her aboard his boat. With the crooks in pursuit, they go ashore and hide inside an abandoned power house. The Sandman defeats the crooks and summons the police before disappearing into the night.
