Synopsis:
While strolling near the waterfront, Dr. McNider saves the life of a night watchman who has been assaulted and thrown into the river. McNider investigates as Dr. Mid-Nite and finds a gang of river pirates. He stops them from setting a fire, but also learns that the pirates are in league with a crooked politician.

The pirates plan to blow up a traffic tunnel constructed by the governor. The governor's opponent Merton Marlow has hired the pirates to discredit the state leader. Dr. Mid-Nite saves the tunnel, then he forces Marlow to confess to his involvement.
