"Election Day" Part 2

This story is continued from Question #22 and continues in Question #24.

Synopsis:
After Vic Sage alerts the public to the voter boxes which have been tampered with, Royal Dinsmore executes a backup plan. He hires homeless men to vote. He gives them baseball caps to wear which identify them to a biker gang. Any potential voters not wearing the caps are assaulted by a gang of bikers.

When Tot is attacked, the Question takes the offensive. He beats up two of the bikers and sends them to the hospital. As Vic Sage, he then reports that the bikers were hospitalized due to bad drugs. The drugs were given to the bikers as payment by Dinsmore. Believing they were given contaminated drugs, the bikers then turn on their employer. Feeling partially responsible, the Question tries to prevent Dinsmore's murder and is beaten by the gang.
