Synopsis:
After accidentally setting the fire that burned down the Mayor's mansion, the Question roams the city. Riots have broken out everywhere. The Question prevents a mugging, then begins following police detective Izzy O'Toole whom he suspects is a dirty cop.
Bus service has been suspended due to the riots. Office worker Francine Tolchuk decides to spend the night at the office where she is raped by Bernie Josephson, her boss. Bernie then jumps off the roof of the building to his death.
O'Toole finds two looters robbing Bernie's body. He attempts to stop them instead of taking a dishonest cut. The punks try to kill him, but the Question stops them. O'Toole wonders if it is too late to become an honest cop.
The Question then returns home, exhausted. He decides to resume his identity as reporter Vic Sage in order to bring truth to the people. Eventually, the National Guard is called in to stop the riots.
