Synopsis:
Dr. Thirteen is summoned to the bayou to investigate the disappearance of Elly Mae Mullins. The girl was said to be abducted by a swamp creature. Dr. Thirteen investigates and is also abducted. His wife and the local sheriff follow. They find a domed city in the swamp.

Inside the city Marie Thirteen is introduced to Zachary Nail, a professor who blames mankind for the pollution that threatens the Earth. He has created the city inhabited by a group of abducted men and women. The captives including Dr. Thirteen have all been brainwashed to follow Nail's orders.

When Nail orders Dr. Thirteen to indoctrinate his own wife, Thirteen is able to regain his senses. He attacks Nail as the city comes down around them. Dr. Thirteen and his wife escape, while Nail and his dome city sink beneath the swamp.
