Synopsis:
After recovering from his leg injury, Flash visits Dexter Myles at the Flash Museum. He learns that Dexter's young assistant Joel Travis has taken a costume and is impersonating the Flash. The Scarlet Speedster tracks down Joel who has been kidnapped by a teen gang known as the Far-Outers. Flash takes Joel's place in order to find out who hired the gang.
The Flash is taken to a cell and meets Blue-Chip Chipman a criminal who Flash sent to prison. Chipman explains that he will keep Flash in the cell for an time equal to his last prison term. To ensure the Flash does not escape, he has planted explosives around the city set to detonate if Flash leaves the cell. The Flash realizes that there is a one second delay, so he leaves the cell and tracks down all the explosives in the one second before they explode. He then apprehends Chipman.
