Comments:
This story was not originally titled.

This story, featuring a Japanese American (Nisei) patriot, was published, and likely conceived, after the attack on Pearl Harbor in December, 1941. Roosevelt had already ordered the internment of Japanese Americans in March, 1942, which was before this comic hit the stands. However, given the lead time necessary for production, the president's order likely came after this story was written. Nevertheless, the positive portrayal of the Nisei as a loyal American was highly unusual given the prevailing, and often unfair, sentiment in America at the time of publication.

Synopsis:
Rod Gaynor and Marisa witness a man shot in the streets. Rod and Carlos chase the shooter into an alley, but he escapes. The wounded man is a Japanese American. The Nisei is taken to a hospital, where the Whip checks up on him. The Whip learns that the shooter was a German spy. Meanwhile, Marisa has followed clues of her own to Dr. Hand, the spy. She is caught, but the Whip comes to her rescue. He then apprehends Dr. Hand.
