Comments:
This story features the debut of Green Arrow's new costume and bearded appearance.
Synopsis:
Senator Paul Cathcart is the victim of an attempted assassination. Cathcart has been a supportor of a new anti-crime bill. The governor wants Bruce Wayne to replace him to continue work on the bill. Bruce is torn between his duty as Batman to find the assassin and to help pass the legislation.
Oliver Queen is planning a project of his own to help Gotham City. However a rival company run by Miklos Minotaur is bidding against Oliver. Minotaur bribes Oliver's assistant, Munson, to steal Queen's plans. He then sends an assassin after Oliver, who escapes death with his bow and arrow. Oliver is also conflicted over the roles of his dual identities.
Bruce and Ollie independently approach psychiatrist Ed Cathcart, son of the wounded senator. They reveal their identities hoping to get advice on how to resolve their internal conflicts. Ed is kidnapped by Minotaur, forcing Green Arrow to follow, while Bruce Wayne takes the senate seat. Batman then helps GA to take down minotaur. After the criminal is apprehended, Bruce arrives back in Washington in time to put the anti-crime bill through.
Later, when Cathcart recovers Bruce steps aside to allow him to retake his senate seat.
