Synopsis:
Jonathan Rogers finds a baby abandoned in the river. He and his wife Sarah take in the child and raise him as their own. The baby has a fish face and gills. He can breathe underwater and swim faster than anyone. As the young Jon Rogers grows to adulthood, his strange appearance causes him to be ostracized from society. As an adult he turns to crime as the Merman.

The Flash first encounters the Merman at an aquarium. The Flash doesn't know that Merman is a criminal and lets him go after rescuing him and Joan's nephew from an octopus. Jay eventually learns the truth. When Merman blows up the local dam to loot the flooded and abandoned stores, he is confronted by the Flash.

Merman escapes, but when he returns again to raid a yacht, the Flash is there to stop him. Merman dives into the water and strangles himself on the ship's line. The Flash never finds his foe, who die by drowning.
