This story continues in Blackhawk #232.
Synopsis:
The Blackhawks learn that after the defeat of the Emperor, the members of the International Crime Combine are meeting to choose a new leader. The leader is known as the Supreme Overlord and his first target is Blackhawk himself. The Blackhawks search for a missing scientist kidnapped by the Combine, then seek out a hidden missile base. As the Crime Combine prepares to launch a missile targeting Blackhawk, Hendrickson delivers an important new weapon to Blackhawk.
