This is an untold tale of Superboy when he was Superbaby.

Synopsis:
Superbaby gets into a great deal of mischief. His parents try to keep him out of trouble and prevent him from using his powers in public. Baby Clark releases a criminal from jail, uses his super-breath to blow some sail boats ashore, and drops a sack of toys onto a man. The Kents can’t spank him because his is invulnerable, but his own conscious is his punishment. Fortunately, all of his mischeivious deeds turn out okay for everyone.
