Synopsis:
Billionaire J.P. O'Neely fabricates several disasters for the Blackhawks to combat. After the Blackhawks deal with each menace, O'Neely awarded money to the Blackhawks' favorite charity. The Blackhawks try to convince O'Neely to stop creating the trouble, which is preventing them from handling real emergency. However, O'Neely continues to cause trouble, so he can see the Blackhawks in action.

Crooks take over O'Neely's next menace. The Blackhawks try to ignore it, but with the crooks in control, they are shot down. Blackhawk manages to stop the crooks and capture them. O'Neely then vows not to interfere any more.
