Inventor Rodney Lamont creates a fly tank that can climb the sides of buildings. When his boss at Gigantic Motors, K.L. Benson, demands testing Lamont storms out. He then hires men to drive his tank and kidnap Benson. Then kidnapping is thwarted by the Blackhawks forcing Lamont to retreat.
Lamont returns, this time at sea. Using a submarine shaped like a porpoise Lamont attacks ships and captures three of the Blackhawks. He then places the captives into glass domes armed with explosives and places them underwater as human mines. Andre is barely able to signal Blackhawk in time to prevent the Hawk Sub from striking the mines and setting them off.
Once the team in reunited, they are able to capture the porpoise sub which fails because it sprang too many leaks.
