Synopsis:
A criminal calling himself Dynamo has been given electrical powers through a lab accident. Dynamo encounters the Blackhawks and uses his amazing powers to defeat them. However, the Blackhawks are able to trace the electrical power back to Dynamo's hideout. They attempt to catch him with rubber lariats, but Dynamo escapes.

The Blackhawks then stake out a nearby power plant where Dynamo attempts to recharge himself. The crook is forced to flee to the waterfront where he charges himself up with an atomic submarine. However, instead of restoring his electrical charge the atomic energy cancels out his powers, allowing the Blackhawks to apprehend him.
