Synopsis:
Zaroc, a criminal scientist, is scheduled to die in the electric chair. However, he invents a formula that reacts to the electricity in the chair which enables him to escape. Zaroc then grows into a giant with electrical powers. The Blackhawks seek to stop him, but find their efforts thwarted.
The Blackhawks turn off the electrical power to the city, so that Zaroc can't recharge himself. Their plan almost succeeds, but a lightning storm recharges the criminal.
Blackhawk then uses Zaroc's formula to turn himself into a giant. The two giants duel causing lots of damage. Finally Blackhawk lures Zaroc into a bed of disgarded rubber tires. The rubber insulates them from the ground and returns both men to normal. Zaroc tries to escape, but without his powers he is accidentally electrocuted.
