Synopsis:
Humpty Dumpty escapes from police custody and begins a crime spree based on flags. Superboy confronts the Hobby Robber, but is forced to let the crook escape in order to save endangered people. When Humpty captures millionaire John Bondy, Superboy promises not to contact police. Instead he uses a flag to summon other people. Humpty thinks he was double-crossed and flees. Superboy follows him back to the crook's hide-out and makes the capture. Superboy then explains that he didn't contact police, he only contacted some sailors.
