Synopsis:
While traveling to a training facility, Ted Grant meets students from Barkley College. He prevents an attempted theft aboard the train, which arouses his suspicions. He attends the Winter Carnival as Wildcat to investigate.

At the carnival, the Snow Queen's Necklace is stolen. Wildcat pursues the thieves. He learns that the necklace is not valuable, but crooks have hidden real jewels inside. Wildcat apprehends the smugglers, after he is briefly captured. He exposes the aide to the Dean as the man behind the thefts.
