Synopsis:
Barry Allen’s friend Anton Previn, a fashion desginer, has arrived in town. Barry introduces him to Iris and learns from her that a new villain, the Top, has been committing crimes. Barry leaves Iris with Anton and looks for the crook as the Flash.
Flash tangles with his new foe at a robbery scene. The Top uses a spinning ability that throws off his opponent. The villain escapes and returns to his hide-out where he recalls how he became the Top. As a small time crook, Roscoe Dilon, he was getting nowhere, so he invented devices based on his childhood hobby, toy tops.
Top threatens to destory half the Earth with an atomic grenade if he is not made ruler of the Earth. Flash intervenes and is able to send the bomb into space. Then he apprehends his foe.
When Barry returns to meet his friend Anton, Iris has had a make-over. Barry is speechless, which leaves Iris to conclude Barry disapproves. She changes back to the "old" Iris.
