Synopsis:
Congo Bill aids flood victims in the Yukon. When Judge Norman is not evacuated from a small island, Bill goes back for him. Bill finds Norman in the hands of three escaped criminals. The crooks take the judge and escape by boat. Bill follows them, riding a log downstream. Bill apprehends the convicts and rescues the judge while taming the river.
