This issue is labeled:"Millennium Week 1" and is continued from Millennium #1.
Synopsis:
The Justice League leaves the Green Lantern Citadel after the Guardian tells them about the Millennium event. As they head for Europe, Rocket Red #7 reveals that he is a Manhunter sleeper agent. He proposes that the Justice League join his cause. When they refuse, he attempts to kill them.
As the battle rages aboard the Justice League ship, Rocket Red redirect the ship into Bialyan airspace. He attempts to guide the ship into an oil refinery and set off an international incident which will discredit the League. Captain Atom contacts the Soviet embassy, and a group of Rocket Reds are dispatched to help. They stop the ship and smooth things over with Colonel Harjavti. Rocket Red #7 is destroyed, and the battle ends.
Maxwell Lod monitors the situation from his office. He also spies on other heroes including Flash, Wonder Woman, and Superman, discovering that each has had Manhunter agents placed close to them. His own assistant Ms. Wootenhoffer is also a Manhunter. She shoots Max, then is destroyed by Max's computer system.
