Synopsis:
Cameron Scott begins tracking down participants in the court martial of Nathaniel Adam. He hopes to question them to uncover the truth about why he was framed. The first witness, Alfred Gargan is murdered by Bolt just before he is to meet with Scott.
Scott tracks the next man, Corporal Hart, to Los Angeles. Hart claims to have no memory of anything relevant to the court martial, but he later calls Scott and tells him about a secret drug smuggling operation in Vietnam. Before their conversation is over, Bolt kills Hart.
Scott then visits Las Vegas to meet Colonel Yarrow, his defense council during the court martial. Bolt strikes again, but this time Captain Atom saves Yarrow's life. Yarrow then admits he took a bribe to cover up the smuggling operation.
Captain Atom deduces the General Eiling will be Bolt's next target. He arrives in time to save the General who has been keeping tabs on Scott. Eiling admits that he always believed that Adam was guilty, but recent events have raised questions. He promises to keep an open mind, and Yarrow agrees to help Scott find the person responsible for framing Nathaniel Adam.
