Synopsis:
Captain Action aids the relief efforts after a steel mill is the target of sabotage. He blames Matthew Blackwell for the damage, because Blackwell has incited acts of violence. Captain Action's son Carl attends a peaceful demonstration against Blackwell with Johnny the son of magazine publisher Eugene Johnson. Unknown to either boy, Eugene Johnson is secretly Matthew Blackwell.
Blackwell speaks out again. His followers start a fight with the protestors. Action Boy breaks up the fight, but elsewhere the another factory is targeted by Blackwell's men. Captain Action comes arrives on the scene and saves the life of a young girl who was caught in the blast.
Following the riot, Johnny Johnson visits his father. When he can't find him, he discovers a secret door in his dad's office. The door leads to Blackwell's lab. Johnny realizes that his father is Blackwell, then destroys the equipment in the lab. This causes an explosion which claims Johnny's life. Blackwell returns to the scene and discovers his dead son. His mind snaps. Captain Action then stops Blackwell's followers and turns the man over to a mental institution.
