This story continues in Blue Beetle #18.
Synopsis:
Ted Kord leaves his office to meet with Max Fisher who wants the Blue Beetle to help apprehend crooks who have slipped through the justice system. Their meeting is interrupted when Overthrow begins setting off explosion at Kord Industries. The Blue Beetle engages the costumed terrorist, but must let his foe escape in order to stop another explosion from causing further damage.
After the battle, Ted returns to the office which is rocked by an earthquake. The quake was caused by the original Blue Beetle who has been resurrected by the Scarab and sent to kill his successor.
