Synopsis:
Commissioner Gordon attacks Batman and pushes him out a window. Batman saves himself, but by the time he gets back inside the building, Gordon is gone. The Caped Crusader deduces that Gordon is a Manhunter. When he learns that the Floronic Man has been selected by the Guardian as part of the Millennium Project, Batman thinks the Manhunter will strike at Arkham Asylum.
Meanwhile, Robin has tracked down the Scarecrow, a recent Arkham escapee. He captures him, and Crane is paralyzed by his own fear gas. Batman uses the situation to infiltrate Arkham. He and Robin get inside by disguising themselves as Scarecrow and his doctor. They confront the robot Gordon and protect the Floronic Man. Gordon is destroyed in an explosion.
Batman brings the robot head back to the Batcave. Using the computer, he traces the real Commissioner Gordon to Louisiana. Batman plans to rejoin the other heroes before he attempts a rescue mission.
