The Manhunter meeting depicted in the framing sequence of this story occurs immediately before Millennium #1.
Synopsis:
The Grandmaster holds a secret meeting of the Manhunters. Several of the sleeper agents placed in the lives of Earth's super heroes are present. The Grandmaster explains how the original Manhunters were created by the Guardians of the Universe. They later rebelled, but the rebellion was defeated. The Manhunters were separated and exiled.
Slowly the Manhunter began meeting again and eventually discovered Earth. Over the next 1000 years, the Manhunters began planting sleeper agents across the globe. During the 1940s, they became aware of Alan Scott, Earth's first Green Lantern. This caused them to launch new plots including influencing two men, Dan Richards and Paul Kirk, to become heroes named Manhunter.
Decades later, Hal Jordan became the first Green Lantern on Earth directly answerable to the Guardians, the enemies of the Manhunters. A third Manhunter, Mark Shaw, briefly encountered this Green Lantern and the Justice League and brought awareness of the Manhunter presence on Earth to the Guardians.
Now with the Guardians advancing their plans for the Millennium Project on Earth, the Manhunter sleeper agents have become active. The Manhunters dedicate themselves to stopping the Guardians plan.
