This story continues in Question #17.
Synopsis:
Former dirty cop Izzy O'Toole has now become a target after he has changed his ways. The Question protects him from an assassination attempt by a group of firemen. After the attack, O'Toole begins wearing a bulletproof vest.
Two arms dealers who consider themselves modern-day version of Butch Cassidy and the Sundance Kid want to begin using Hub City as their base of operations. They learn that O'Toole is the only cop who can stand in their way, so Sundance tries to kill him by using an assault helicopter to blow up O'Toole's building.
Izzy survives the attack because he was in the basement. After filming an endorsement for Myra Fermin's campaign to become the Hub City mayor, O'Toole heads to a hotel. The Question has learned that Izzy's janitor set him up, and that an assassin is waiting at the hotel. The Question arrives to warn O'Toole, but he runs into a group of dirty cops who assault him. O'Toole is shot by Sundance in the hotel before the Question can arrive. Fortunately the bulletproof vest saves Izzy's life.
