Synopsis:
Gangster Angelo Brancati murders Tony the Gut in order to gain control of his waterfront property. Brancati then hires two gangs two fight one another, while sensationalist talk show host Mike Cobb broadcast the supposed race riot. Brancati wants to lower property values, so that he can cheaply acquire the area to build a television tower.
The riot takes place outside Helena's building. She becomes the Huntress and tries to pacify the gangs. She then watches as another costumed man calling himself the Waterfront Warrior is pulled down by the rioters. The Huntress must act to save him, but she faces overwhelming numbers against her.
