History:
Brothers Hank and Don Hall grew up as opposites: while Hank was the athlete of the family, Don was the quiet scholar. Attending the local university in Elmond, a small town in mid-America, the brothers grew further and further apart, finding themselves ideological opposites and arguing everything from the draft to which professor was best.

Both teenagers admired and respected their father, town judge Irwin Hall, a law-and-order conservative who challenged both boys' beliefs and invited spirited debate. Their mother remained the calming influence at home.

One day Boss Dargo, a local mobster, tried to kill Judge Hall with a bomb tossed into his chambers. The resulting blast injured the judge and was witnessed by his sons. The following morning, Hank spotted the man who threw the bomb and encouraged Don to join him in finding the evidence needed to incriminate Dargo.

Upon entering an old building, the students tried to quietly find the meeting room used by the criminals but instead locked themselves in a room with a jammed door. They were about to resign themselves to fate when Don wished for the power to be free.

An incorporeal voice boomed out from the air and invited the boys to share in untold power. The voice intoned that the boys were chosen to be tools of good and their natural abilities could be heightened only to fight injustice. The power could not be used for personal gain, and when justice had been served, they would revert back to their normal identities.

Hank, the hawk, leaped at the opportunity to have the power to mete out justice to criminals and bullies of all sorts, while Don, the dove, thought violence was not a way of resolving problems. The voice said that the power was theirs, all they need do was say "Hawk" and "Dove" and the transformation would occur.

The boys, now costumed as Hawk and Dove, broke free just in time to prevent Dargo's men from making another attempt on their father's life. Instead of thanking the boys, Judge Hall denounced the costumed crimefighters in the press as vigilantes who must give themselves up to the law.

Since then, Hawk and Dove have had many adventures, usually debating the merits of the individual cases all the way.

Over time, the duo has shared many missions with the Teen Titans during all three incarnations of the teen group. More recently, however, both boys have put their crimefighting behind them to concentrate on school and their impending careers. (An account that both have graduated and are now much older is inaccurate and discounted.)

Powers:
The mysterious voice magnified each brother's natural abilities, allowing Don to be the more agile gymnast, while Hank had nearly super-strength. Hawk is more a brawler and is a better hand-to-hand combatant, based on his years as an athlete. Dove is a more graceful figure and less sure of himself during a fight, allowing mishaps to occur.

The duration of their transformation is unlimited as long as injustice remains in the vicinity. What constitutes an injustice is apparently subjective and the transformations do not always happen as expected. Immediately after justice has been served, the seemingly indestructible costumes fade away and the boys return to their normal states.

Both Hank and Don have operated solo over time, proving they do not need each other for their powers to work.
