This story, which takes place between March 23 and March 28, 1948, is continued in part from Blackhawk #2

Synopsis:
Blackhawk and his team are sent to Italy by the CIA to help spread propaganda for the upcoming elections. Chuck stays behind to marry Mairzey. When the plant printing propaganda leaflets is sabotaged, Andre is arrested by the local authorities. The others track down Fabio Morra, the son-in-law of their contact Di Sarra, who is the real bomber and working for communist interests. Morra is killed in a hydrogen balloon explosion, Andre is cleared, and the elections seem to turn out in favor of democracy.
