This story is continued from Millennium #2 and continues in Millennium #4.

Synopsis:
The Manhunters put their plans in motion to oppose the Guardians and the Chosen. With Manhunter guidance, the media tries to discredit the message delivered by the Guardian. A team of Justice Leaguers try to calm the public in Washington DC. Booster Gold discovers that Harry Hadley is a Manhunter. Hadley had not planned to interfere since Captain Atom was spying on the League, but now his plans are changed.

The Manhunters also send agents to kill the Chosen. The Outsiders protect Takeo Yakata in Japan. Infinity, Inc. evacuates Betty Clawman from Australia. A Manhunter agent breaks the Floronic Man out of Arkham Asylum. Wonder Woman meets Minister Kroef in South Africa. Several Green Lanterns visit China to retrieve Xiang Po. Flash picks up Gregorio in Peru. A Justice League team retrieves Celia in Birmingham.

The Russian representative Nikolai Latikov is killed by his own government to prevent his participation. The other Chosen are brought to the Green Lantern Citadel for protection. However, Tom Kalmaku and his family have disappeared.

Elsewhere, Harbinger has located the Manhunter homeworld. However, when she approached, she is attacked and captured.
