History:
When the small Western European country of Markovia was taken over by the usurper Baron Bedlam, several foreigners were captured among them Lucius Fox, an employee of Wayne Enterprises. The Batman went to Markovia to find his friend, tking with him the super-hero known as Black Lightning. Once there, however, the Batman discovered several other beings with unusual powers or abilities present, including Halo, Katana, and Metamorpho. In the meantime, the Markovian government was readying its own defense by imbuing its crown prince, Prince Brion Markov, with super-powers in a process developed by Dr. Helga Jace, and giving him the code name Geo-Force. Joining forces, the heroes defeated Bedlam and decided to remain together, calling themselves the Outsiders, with the Batman as their leader. The Batman had previously quit the Justice League of America over a dispute as to that organization's position regarding the Markovian situation. The group originally operated out of Gotham City, until a conflict in ideologies with the Batman caused him to leave the Outsiders. The group then relocated to Los Angeles, California, with its newest member, Looker. As a result of an arrangement with the Markovian government, the Outsiders are sponsored by that country, although they owe Markovia no special allegiance.

Since moving to California, the Batman has rejoined the group, and Windfall has joined the group. The Atomic Knight has not yet officially joined the group, though he has become privy to many of their secrets, and is considered a member.

The Outsiders' headquarters off the coast of Santa Monica, California, was recently destroyed by Major Disaster, causing them, at least temporarily, to return to Markovia.

The Outsiders currently consists of nine active members.

The Atomic Knight, S.T.A.R. research scientist Gardner Grayle, whose armor contains many scientific wonders.

The Batman, crimefighter and world's greatest detective, secretly millionaire Bruce Wayne.

Black Lightning, secretly schoolteacher Jefferson Pierce, has electrical powers and is an Olympic-level athlete.

Geo-Force, Prince Brion Markov, has powers relating to the Earth, thus his nom du guerre. He can increase or reduce the force of gravity, project blasts he calls "lava blasts", and has immense strength, heightened resistance, and increased endurance.

Halo, Gabrielle Doe, controls auras, each of a different color, each giving her a different super-power.

Katana, Tatsu Yamashiro, is a samurai, an excellent athlete, and a superb strategist.

Looker, Lia Briggs, has mental powers, including telekinesis, telepath, levitation, force shields, and some mind-control, manifested by a glow from her eyes.

Metamorpho, Rex Mason, is able to transform himself into any combination of the many elements existing naturally or artificially, and can manipulate his form into almost anything.

Windfall, known as Wendy Jones, can generate and control winds, ranging from gentle zephyrs to violent storms.

Dr. Helga Jace is not technically a member of the Outsiders, but serves as the group's scientific consultant and occasional advisor.
