Synopsis:
A group of teenagers calling themselves STOPP (Society to Outlaw Parent Power) have built an atomic bomb and are using it to blackmail Gotham City. They are angry about conditions in the ghetto and do not trust adults. When Batman's efforts to find the bomb fail, he calls in the Teen Titans. Robin and Lilith infiltrate the terrorists undercover, while Kid Flash and Wonder Girl help to keep order.

Batman works with Commissioner Gordon to keep the peace and prevent an armed response to STOPP's demands. Eventually, Batman is able to convince leaders to cooperate. Convinced that their demands have been met the leaders of STOPP reveal the location of the bomb. However, Linda, one of their members has moved the bomb and plans to use it. The Titans follow Linda, and Batman arranges a reunion with her mother. Linda breaks down turns the bomb's location over to authorities.
