This story is continued from Batman #419.
Synopsis:
Batman tracks the KGBeast to weapons manufacturer Ambrose Dearling. However, Dearling has already been killed after creating a weapon to take the place of the Beast's severed hand. Batman, Gordon, and CIA agent Bundy then take President Reagan to his hotel and get him to agree to Batman's plan.
Gordon poses as the president to lure the Beast's assistant out of hiding. Robin protects Gordon, and Salari is killed by his own suicide bomb. Batman and Bundy then encounter the KGBeast and a traitorous FBI agent while doing their own presidential escort. The traitor is killed, and Batman pursues the Beast into the sewers.
Batman and the Beast fight and wound one another. The Beast kills several CIA agents. Batman eventually traps the Beast in the sewers and seals him in a room with no exits. Batman then returns to the surface. Bundy explains that the decoy standing in for the president has disappeared. Batman meets the decoy, Alfred, outside, and they return home.
