This story is continued from Batman #418 and continues in Batman #420.

Synopsis:
The KGBeast strikes again by shooting down a plane carrying General Ridwell and CIA agent Bundy. Batman goes undercover at a hotel where the police have hidden the Beast's next two targets. Batman notices that the door to the room of Congressman Burns has been rigged to explode, but he is too late to stop it. He then helps the other target Senator Dayle escape.

Batman goes after the KGBeast. The Beast tries to escape via the rooftops. Batman snares the Beast's arm with a rope and thinks he has caught him. However, the Beast uses an axe to cut off his own wrist. He then escapes.

Batman rejoins the police and FBI. He learns that Bundy and Ridwell have survived. The plane that was shot down was only a diversionary drone. Batman then plans to protect the Beast's final target, Ronald Reagan.
