Synopsis:
Spies attempt to photograph a new coastal gun battery. They must escape quickly after being discovered, but they manage to kidnap Professor Dowd, the chief scientist on the project.

Mr. America vows to rescue Dowd. His first stop is Dowd's home, where his daughter Inez is in the process of being kidnapped too. Mr. America stops the kidnappers, but is surprised when Inez's servant Winters reveals himself as the spy leader B-7. Winters then escapes with Inez.

Mr. America questions one of the captured spies and learns where the professor is being held. He succeeds in rescuing Dowd, but Winters has returned to the army installation with Inez. When his secret photography is discovered, Winters uses Inez as a hostage. Mr. America arrives in time to rescue her and foil the spy's plot.
