Synopsis:
City officials and other citizens in Gotham City begin seeing a ghost which claims to be Rifle Rafferty, an executed criminal. The ghost tips off police to robberies around town, but Batman believes that the ghost is a hoax. He dares the ghost to appear in the Batcave, which due to its hidden location would be impossible for a hoaxer to do.
Commissioner Gordon contacts ghost hunter Paul Visio to disprove the ghost's existance. The ghost appears during Visio's presentation to calm the public fear. In apparent shock, the ghost hunter spills water on Batman which secretly contains a special chemical. When Batman returns to the Batcave the chemical reacts with a tapestry that Batman had recovered as evidence and makes the ghost appear. However, Batman realizes it is a trick.
Later, Batman and Robin meet Gordon in his office and are shot by the apparent ghost. They are wearing bulletproof vests and expose Visio as the hoaxer. He was using the ghost to eliminate rival gangs from Gotham, so that he could take over the city's underworld.
