Synopsis:
Inspired by the sound effects on a radio program, the Joker decides to use sound effects in his crimes. He records several sounds then plays them at high volume to panic the public. When they flee, he moves in to commit robbery.
Batman discovers the Joker's method and uses a device to locate the phony sounds. When the Joker panics the entire city with a phony bombing raid, Batman goes on the radio to calm them.
The Joker records Batman's voice, then alters his speech, so that instead of a calming message, a warning is issued. The Joker plans to play the warning at a radio station and cause panic. However, Batman has predicted the Joker's plan and is waiting at the station to arrest the crook.
