Synopsis:
Hawkgirl notices the sudden appearance of fear in a young couple, then her dog Penny, as they pass through the museum gardens, but her investigation is interrupted when Commissioner Emmett calls her and Carter to tell them of a sky-raiding gang who escape using pogo-jets. As Hawkman and Hawkgirl they track them down and seem to be winning the battle, when Hawkman knocks the leader to the ground in the museum gardens, then experiences the same overwhelming fear, and the thief escapes.

Shaken by weakness, Katar goes on a one-man anti-crime crusade to prove his courage, but still cannot shake his fear of the gang-leader. Days later, they encounter a new pogo-jet gang, and again they seem to be winning the battle, when Hawkman's fear resurfaces. Hawkgirl then intercedes and does what her husband cannot.

With the gang safely in jail, Shayera discloses the other fear incidents, and they discover an Egyptian statue in the garden with a fear ray activated by light. They reverse the effects on all the victims and then dismantle the device.
