Synopsis:
Jay Garrick nearly hits a man with his car. The man claims to be hit anyway tipping Jay off to an accident racket. He investigates as the Flash and learns that several racketeers are staging phony accidents in order to get insurance money payoffs. Flash locates Gypper Zilch, the lawyer working with the racketeers. He gets the lawyer to sign a confession and turn over evidence which Flash is able to use to round up the other racketeers.
