Synopsis:
Working with Jay Garrick, Mr. Norris has created a new formula to turn living things into stone. Crooks led by gangster Joe Callen learn of the formula and kidnap Norris. They try to eliminate Jay, but he escapes death as the Flash. The crooks then begin abducting people to conduct experiments with the formula.

The Flash tracks the crooks down after devises an experimental blood plasma that will act as an antidote. Callen succeeds in turning the Flash and Joan Williams into stone. The antidote kicks in eventually and the Flash is restored to normal. He then captures Callen and releases the other people who have been turned into stone.
