This story takes place in late 1947 as evidenced by a movie in theaters Ronald Colman's "A Double Life" which opened Christmas Day in 1947.
Synopsis:
Flash (Jay Garrick) is recruited by J. Edgar Hoover to spy on scientists in Keystone City in hopes of uncovering a communist spy. Jay has misgivings about spying on his colleagues. When he returns to Keystone, he discovers that the janitor at his lab is stealing equipment and has sold it to Manfred Mota. Mota has built an atomic powered suit and is now robbing banks as the Atom Smasher. Jay stops him with the help of disgraced scientist Elliot Shapiro.
Meanwhile, John Fox arrives from the future to recruit Jay. He stumbles into the fight between Flash and Atom Smasher resulting in damage to his chronometer. He disappears without succeeding in his mission to contact the Flash.
