Synopsis:
When Hop Harrigan catches a young boy, Bill Clark, trying to pilot one of his planes, he learns that the boy wants to learn to fly. Hop begins teaching Bill, until the boy's guardian Cyrus Teed finds out. Teed opposes flying and forbids Bill from continuing his lessons.

Bandits create a flood to cover their escape, so Hop and Tank fly a helicopter to rescue people. They pick up Bill and Cyrus who are caught in the flood. Hop fakes an injury, then lets Bill take over as pilot. When Cyrus sees that flying is not harmful, he allows Bill to continue his lessons. He even has Hop teach him how to fly.
