Synopsis:
Rex Tyler delivers some chemicals to farmers outside of town. He spots a plane about to crash and rescues the pilot, a young boy named Willie. The boy claims to be dusting crops without flight training and his aircraft is in no condition to fly.

Hourman investigates the Meade Crop Dusting Company and discovers other mistreated boys. The kids come from a reform school to receive training, but many have died. Hourman brings the governor to show him the conditions personally. He then apprehend Meade and his men.
