Synopsis:
An aircraft carrier arrives in Metropolis harbor and encounters mines with Quraci markings. Superman destroys the mines and tows the damaged carrier to the dock. He leaves the investigation to the police and federal authorities.

As Clark Kent, Superman attends a news conference held by Lex Luthor announcing a new hospital where Milton Fine is being treated. Max Carter tries to kill Luthor, but Kent stops him. Carter escapes, but Luthor's men follow him.

Gangbuster gets to Carter first. The crook admits that he works for Intergang and Morgan Edge. Gangbuster is forced to leave when the police arrive. However, it isn't the police. It's a hit man who kills Carter. A weapon blows up in the killer's face, disfiguring him. An undercover cop sees Gangbuster leaving Carter's room and blames the vigilante for the murder.
